Set up my SE2 for my grandson. I used his same Apple ID he is using on his iPad, and screen time is set up through his mother’s (my daughter’s) phone, and their account. I set up all the screen time settings, and there is nothing that should stop him from being able to download apps (with permission).

I’m in the App Store, clicking “get” on Pokémon Go, and it just clicks and does nothing. I’ve tried it at least 15 times, tried restarting phone, updated phone, etc. He has the app on his iPad, so there’s no reason, using the same ID, he shouldn’t be able to get it on the phone.

Oh and I’ve tried some other random apps just to see if they’d work - nothing.

What am I missing?
 
Never heard of this issue before. It seems like if it were a parental setting issue, there would be some sort of message that popped up when you clicked "get," as feedback is fundamental to good software design. Have you tried actually quitting the App Store app (double press the home button and then swipe up on the App Store app to quit it) and then re-opening it? If that doesn't work, then try signing out of his Apple ID (at the top of the Settings app) and then signing back in again.
