Help with Automator + Photoshop script will pay $$$

I'm trying to make an automator script that will open two images in photoshop and save them out as a single tif or psd as a two layered file. example -

I've got a folder with images named as -
01Adjust.tif
01Enhancer.tif
02Adjust.tif
02Enhancer.tif
03Adjust.tif
03Enhancer.tif
04Adjust.tif
04Enhancer.tif
05Adjust.tif

There are hundreds of images in this folder.

Script Example - 01Adjust.tif + 01Enhancer.tif open in photoshop and would create a single file with two Photoshop layers, the first layer (or background layer) would be 01Adjust.tif and the second layer would be 01Enhancer.tif. The script would then save, close and move on to the next two images 02Adjust.tif + 02Enhancer.tif etc.
