Help with changing countries on apple ID

I need to change my apple ID country from the Netherlands to France.

Whenever I try to do that it says please contact www.apple.com/support/itunes/ww/

Payment info has to be on NONE, because the apple ID is gonna be on a public iPod Touch and will be available for consumers and we don't wanna have them download paid content right...

Basically I need to download 2 free apps only on the iPod touch and I have 6 accounts I need to change from the Netherlands to France. It is needed for 6 different stores, that's why I need 6 accounts

Make it easy on yourself. Head to Apple Sales Web and download the demo content. It will restore the ipod touch and install it with demo apps, music, etc. for public use.

Can I download apps with this method. I need to download 2 specific apps for them to use.... Demo mode alone is not enough...
