When I restore my iPhone 4 it's doesn't come up with personal hotspot setting? Why is this?

How can I fix this?

Could be several reasons, but since you don't give any information about your phone, the question is impossible to answer.

IPhone 4, 32g.. Software 4.3.1

Phone was locked to an network but now is unlock..due to paying out the contract..

Any more information?
