Carrier Help with iPhone return - Verizon financing/Apple Store

I bought a launch day iPhone X from the Apple online store financed through Verizon. I'm impatient so I settled on a 64GB space grey when I really wanted the 256GB white. I was able to find a white one about a week later so I returned the phone financed through Verizon to the Apple store and purchased the one I wanted through Apple's iPhone Upgrade Program. Long story short Verizon is sending me a bill for $930 saying I never returned the phone. I've been given the run around through them and told multiple different stories. Verizon is blaming Apple and Apple says they can't help with the Verizon financing. Does anyone have any idea how to escalate this with Verizon? I've been told it's been resolved multiple times for over a month and a half and the bill keeps showing up saying the phone wasn't returned. I've tried chat, twitter and phone calls. I even had the Apple Store Online support team call their "core" department to say it's been returned. I'm at my wits end and I'm not paying them for a phone I dont even have.
