Help with keeping first app page clear

I don't recall having an issue up until the 4s, I always kept my first screen empty except for a single folder on the bottom tray, so I can admire my wallpaper. I have rearranged my apps in iTunes 3 times now to achieve this. But at some point as I use the phone, it changes back and shifts my apps so that the first page gets filled up.

I know there's a way to keep that first page empty but it seems I'm fighting my phone to do it.

Any ideas? Thanks.
