You need to buy 10.5 or 10.6

10.5 and 10.6 are upgrades, not updates.

You can download 10.4.11 for free. If Software Update isn't presenting it for some reason, try this link: http://support.apple.com/kb/TA24901

You cannot legally download 10.5 or 10.6 for free, so don't ask about that again. Go buy a copy if you need that upgrade.
