All iPads Help with Old Backup to New PC / ipad

OK update..

I just learned iPad backups do not contain apps, they are saved elsewhere.
So I found the .ipa of the app in a old system backup.

Can I just copy it to my new computers iTunes dir and install?

Solved this...

Old apps can be installed on a new device,
of course the same Apple ID would be needed.

In windows just right click on the app and select open in itunes.
Then it can be added to the iPad with a sync
