So I downloaded the 3.1.1 update from Software Update and it prompted me to restart.

Problem is, the process gets stuck on the installing updates pane and stays there without restarting. I waited a full 30 minutes and the progress bar never moved.

I did a hard shut down and restarted the machine only to discover that Safari refuses to open.

Any tips on how I can reinstall Safari? Should I delete the old corrupted Safari before reinstalling?

i know you can delete the safari.app and use your installation disk to install it to previous version.

But im not sure if that would fix the problem, since safari is also linked to relatively deeper level of your OS, not just a browser in some sense.
 
Scratch that - downloaded the standalone installer and from the Apple site and all is well again.

Weird, though, that Software Update mucked up such a simple download...
