Hi I'm not sure if this is on here yet, I know it has been covered in the iPhone 4. You can do the same changes as on this website:

But you change the code in the file called N94AP.plst on the 4s. The file on the iPhone 4 is called N90AP.plst. It is the same file just a different name. After I changed it doing the same steps as in the link, using ifile app I saved it and then I held the top button on the iPhone and the home bitten until it turned off...then it turned on and I made a FaceTime call over 3G!!!

These steps are copied from the link above. I just added a little bit and changed the file name to be N94AP.plst which is for the iPhone 4s. The link has screen shots if you need more help.

Enable FaceTime Over 3G In iOS 5 (Natively):

Step 1: If you don’t already have it, purchase iFile through Cydia. It’s by far the simplest way to browse the contents of your device.

Step 2: Browse through to /System/Library/CoreServices/SpringBoard.app/

Step 3: Open the file named N94AP.plist

Step 4: Underneath

<dict>

enter

<key>3Gvenice</key>
<true/>

whilst taking care not to leave any line spaces.

Step 5: reboot iphone by holding power and home button till it turns off.

Step 6: turn on phone and You’re done – you can now enjoy FaceTime over 3G without having to use any third-party applications!
