I am trying to Install Mac Lion on Macbook from 2007. It's white. When I try to sign in to the apple store it states "This item is temporarily unavailable. Try again later."

What system version is on your MacBook now?
Have tried to purchase Lion from Apple? https://www.apple.com/shop/product/D6106Z/A/os-x-lion
If you go through that process to get the redemption code, then follow the process to get Lion, that should sort out your AppleID question - and you can call AppleCare for support with getting that Lion system downloaded to your MacBook.
