I am starting to think it does. went on a day of testing no parallax then the next day with parallax and got another hour of usage. of course I was not doing the same things as before but it was worth a try.

You mean it moves the circles around even if I'm not looking???

Honestly, no. It's just moving a layer below the icons. It's a rather cheap bltmap copy operation.

I would be surprised if it mattered. The effect is basically offsetting the scan lines based on feedback from the gyro. The display is scanned constantly so the power required to offset the memory locations would be minimal relative to the display itself.

Minimizing how often the radio is active along with screen brightness is the way to conserve power. Look at talk time versus movie time, it's easy to see the radio uses the most power.
 
im wondering the same thing, ive got it disabled just because im a battery nut and want the absolute best i can get...but i wonder if it even matters
