does Hey Siri wake up the phone when locked? I'm sure it does, but ever since I installed the 9.0.2 IPSW file then jailbroken on top I can't get this feature to work. I've checked settings and can't see anything wrong. Is this a side effect of jail breaking? Anyone else having the same issue?

I have had a few issues with Hey Siri, i had to disable and re-enable to re-record the voice recognition setup.

Make sure that you have disabled "Low Power Mode" in settings. I thought something was wrong with my iPhone 6S when Hey Siri didn't turn on/wake up. I realized that I had the Lower Power turned on.

I just enabled mine, went through the steps and it works fine on 9.0.2, 6 plus.

I have tried all the suggestions above and still Hey Siri does not wake up a sleeping locked phone. It used to work before I jailbroke and updated it with 9.0.1 from! A downloaded IPSW file (I.e. not over the air)

Short of losing the jailbreak and updating to OTA 9.1 , are there any other suggestions ?

You have a 6S or 6S plus right?
Have tried plugging it in and then speaking to Siri?

Just switched on Siri to check and it's working fine for me.

I downloaded 9.0.2 like yourself, updated then jailbroke. iPhone 6s here.

Have uninstalled all the tweaks. Haven't got the tweak mentioned above. Maybe it's time I unjailbroke
