hidden apps do not restore right

lets say i hide an app and then i want to go back to it i click on the icon right?
well when i do that SOMETIMES nothing happens
is the point of hidding apps just so they start up faster or is it for another reason and also when i command tab to that app nothing happens either

Is it a specific app that this happens with? It's very rare for me to see such behavior and generally only when I have a lot open and it's just taking a moment longer to think about unhiding the app.

it happened in mail.app yesterday but i have noticed it before with other apps
