TL:DR as titled.
Sounds ridiculous right?

Since updating to iOS 10 beta 1 on the iPhone 6 (without UDID registration), I couldn't check for iOS update (always fail, saying there's no connection), and can't update or download any apps, old or new (the purchase would be successful, confirmed by another device, but the download progress "pie" on this phone remains empty forever.)
I've checked apple support and various websites and tried everything: "Update All" workaround, download from app page, download from Purchased page, reset network settings, even wiped my phone.
I wiped my phone while still on iOS 10, and restored from iCloud backup that was iOS 9.
I have two Wi-Fi SSID at home: one hidden, one open. Same router, same connection. Just for the heck of it today I tried the open SSID and now my apps download and update fine, and can check for iOS updates now!
