I just noticed this today where Notes uses significant CPU resources (180%) on my M1 Pro MacBook Pro and Mac Studio. I have a lot of very long notes and that may be the reason for the wild CPU usage. The workaround is to put notes in smaller folders and select notes from those folder instead of All iCloud or Notes. Notes CPU usage goes down to 0 when I do that.

I observed this on Ventura 13.3.0 and 13.3.1.

I will spend some time archiving Notes this weekend which will hopefully get rid of the problem. I archive iCloud Notes to Growly Notes every year or two.
 
I moved a complex note to its own folder and I don't have this problem anymore.

I've seen a couple of bug reports on this problem. One of them was related to emojis. One was related to URLs in note titles. I expect that these will be fixed by the next major release of macOS.
