High Sierra not remembering settings after reboot

Anyone notice this? I'm on a 2017 MacBook Pro 15" TB and sometimes high sierra will forget settings. It will forget my Apple Pay cards, brightness settings and sometimes startup apps. It will also re-enable the guest account from time to time.

Tested this on a fresh install as well as a Time Machine backup and using both PB2 and DP3.
