Hold left corner and even at 1 bar no calls go through

Here in the office 4-5 bars. Touch the bad corner and I never lose service but goes to one bar. I tried to call from my office phone and no calls go through to cell phone. Never rings. Let go of corner and call again and calls go through.

So just because phone doesn't say no service you can't receive or make calls it appears. Anyone else notice that?
