Home and End Keys Don't Work?

On my Apple Wireless Keyboard, the Home and End keys don't seem to move the cursor to the beginning or end of text, as I would expect it to (like how Apple + Arrow does). It does, however, jump to the top or bottom of web pages and scrolly things like that.

Is there a way I can remap the keys to work properly?

They're working according to how Apple thinks they should - which is one of my few gripes about OS X. I'm not sure of a reliable key remapper you could use. For what it's worth, they behave "properly" in some apps, like Office.
