Hello all, is the Home app they only one which will allow lighting routines like "turn on these Phillips lights 45 before sunset"? I also have Phillips Hue and Amazon Echo apps which feature automation and routines but from what I can tell, Home is the only one that actually allows the user to do what I stated in the example.

If you mean with Siri, then yes, Home is the GUI of HomeKit. Almost every system has their own app you can use without Siri. There are also many apps that tie into the same data Home uses if you don’t like Apples app.
 
There are two possibilities, both of which are possible:

- The app directly controls automation (limited to the products made by the app's developer)
- The app accesses HomeKit framework to create HomeKit automations (works with all HK devices)
