Home button delay fixed?

Has 4.3 fixed the delay when pressing the home button to return to springboard, or stop the icon from jiggling when organizing icons?

EDIT:
Funny right after I posted, I found a solution: turn off triple home button click in Accessibility...don't know why it was on :/
