Won't allow you to hit a shutter button. Even if there are no error messages (lighting low, flatten angle, too far, too close), it won't accept the picture. I was on the line with a senior supervisor for another issue and all they said was go to the store. I asked if they had sample image of what the front of ipad image is supposed to look like.
Anyone ever complete it? You take the pic so close that all you see is the glass. And no matter what, with the glass surface, you get a reflection of yourself or the smartphone.

I don't get what you're trying to do. what do you mean by "hit a shutter button" I assume you want to add a device to the Home app?
 
I haven't done it, but flatten angle would mean don't take the picture at an angle. Hold your phone parallel to the iPad. Yes, you'll get a reflection, but I don't think that would matter. They're most likely trying to verify that the screen isn't cracked.
