I started iOS 11 from a clean install from iTunes, and ever sense then, swiping between home screens and moving icons on home screens it’s been so laggy and hard to use. Moving icons between pages in a folder is nearly impossible. Is it because I have an ancient, so old, nearly dust, inferior, iPhone 6S?

I too have an ancient iphone 6s 16 GB. I have ran all the iterations of ios 11 (11.0, 11.0.1, 11.0.2 & 11.0.3) without any slowness issues. I have installed ios 11 using both OTA and itunes restore installations. My 6s on ios 11 is fast and responsive - no slowness at all.

Why don't you try a clean install from itunes (wipe the phone clean with itunes restore) and set up phone as new. After the install, reboot the phone. When phone comes back on, wait about 5 minutes or so for CPU to settle. Then test and see if you are still experiencing the same slowness issues with a completely clean IOS.
