Home Sharing option not available on iOS 9.2.1

Using iTunes on a PC and iOS 9.2.1 with iPhone 4s.

I have home sharing turned on in itunes and turned on in iOS. Both are logged into the same Apple ID.

I know you are supposed to tap the "artist" label and a drop down appears with home sharing being the last option. Problem is, I don't get that option. Everything else is listed *except* home sharing.

Please help!
