I remember having this problem years ago when I was using a PC, but my home sharing photos have always shown up in the four years I've been using a Mac, until today. All the other Home Sharing media (Music, Movies, Home Movies, Podcasts, etc.) show up just fine, but on my ATV3 I get "Loading *******'s Library" and a spinning wheel, and on the ATV4 I just get a spinning wheel when trying to access photos.

This is driving me crazy. I like to use Home Sharing photos as my screen saver. I did swap out my old router for a new one about six months ago, but I could've sworn it's worked since then, and I don't recall having to set up any exceptions or port forwarding to get it to work.
 
Have you signed out/in to your iCloud account both on your PC and Apple TV?

Did all of that. I was able to get it to work if I just selected a few individual folders inside the Pictures folder. Is there an issue with an excessive number of photos? Maybe that's slowing it down. Never had a problem with large photo libraries in the past though.
 
For me Homesharing photos tp an ATV has always been flaky and, to make matters worse, Apple seems to be ignoring/retiring Homesharing in general. You may well have discovered a limit to the size of the photo library that can be accessed. At least the iTunes/Files/Homesharing/Choose Photos menu item is still available to manage this.
And at least the Computers (aka Homesharing) app is still available in the latest tvOS.

Then make sure both machine use the same Time Server to see if that helps!
