I only have one smart plug in the house for now, but will expand in the future.
Is it correct that the communication to a Elgato power plug is via bluetooth, and also is it true that if I have a Apple TV in the area I can use that as extender?

I have one used ATV3 and one brand new ATV3 that I'm not sure what to use them for..

With the exception of downloading programs from the App Store and playing games, ATV3 is as useful as the ATV4. I have 4 of them in my house connected to TVs (and one to my HiFi system) and I use them for Airplay mostly.

I don't think you can use ATVs as extenders. They don't transmit, they only receive.
