HomePod HomePod Mini and Music Issue with Shortcuts

I have a shortcut set up that shuffle plays Apple Music, but when I use Hey Siri on the HomePod Mini to trigger the shortcut, the music starts playing on my iPhone. If I stop the music on my iPhone and then try again, the music plays on the HomePod Mini. Anyone else seeing this, and anyone have any ideas what's going on?
