Hey, iOS 9 has a truly horrible change.

I have multiple email accounts for work etc and LinkedIn give me one too.

I've always had them all turned off except my iCloud contacts (maybe 100 family and friends), then I flip on a specific work address book if I want to contact a colleague, then turn it off after.

iOS 9 turns them all on, so I have hundreds of contacts.

I can turn them off, but as soon as I open it, all contacts reappear.

Absolutely disgusting, horrible and useless.

Anyone else noticed this? Any solution?

Same here. Don't like it...especially the "Suggested Contacts". Possibly a bug through as when you click on "All iCloud" for instance, it used to just select your iCloud contacts...now it turns everything off
 
When I close and re-open the phone app, it defaults to all the contact groups being shown. But I tend to leave this app running in the background, and at least it remembers my preferences whilst open (unlike the data toggle bug which has just been fixed).

Maybe this can give you a workaround for the time being?
