Host file not blocking sites

Back in the 10.5 (and Safari 3) days I never got underlined word ads like Vibrant. I was able to add sites to the list and effectively control what I didn't want to see. After upgrading to 10.6 this file seems to be useless. I can pick sites out of the list and Safari opens them without a problem. I've flushed, emptied cache, repaired permissions, and restarted - none have worked.

Also - this seems to be a Safari issue. Sites listed in the host file are effectively blocked in FireFox, problem is I don't care for FF.

Anyone have any ideas?
