Hosts file redirect and custom blocked page

Hello,

Is there a way to redirect a site that is entered via browser to a local file? Example:

I go into Safari and enter the site "http://example.com". I want it to redirect me to a local file on my machine such as "~/CustomFolder/blockpage.html".

If that's not possible, I'd like to know a way to block a site with a custom block page.
