I can't figure out what I'm doing wrong here. Applied 4.3 to my 3GS, turned on the hotspot, but it doesn't broadcast a wifi signal for my ipad yo connect to. The phone even says I can either connect via Bluetooth or USB, but no wifi option. I have it enabled through my plan as well. What the heck am I missing here?

You can always wait for a 4.3 jailbreak and use something like MyWi.
