Hot Spot/Tethering Plan?

I am just wondering how the tethering/Hot Spot plan works?

Are the GB's in addition to the unlimited? Looking at the ATT website doesn't explain it very well. This is what I see:

If you are on the unlimited plan you can't do tethering. They will require you to change to the 2GB plan, then you have to add tethering on top which is an additional 2GB.
