Hotkey to switch between windows won't work on Preview

Hello there,

I'm on a Snow Leopard 10.6.8 Macbook Pro and I always use the cmd+` hotkey to switch between apps windows but I'm having a problem with it on Preview.

The problem is that this hotkey just won't work if Preview is displaying a pdf file, but works fine for images.

What might be causing it? Is there a fix?
