Hotmail setup question

Dear members, I refuse to set up and pay for a moble me account at this time . Is their a way to set up a basis account in imail? Since I never set up a account I should get it over with. Hotmail account that I tried to set up fail in the first step. Maybe i'm doing something wrong, I need some help please.
