Hotmail 'UNABLE TO MOVE MESSAGE'

Since updating to iOS 9.1 I constantly get a message saying ' UNABLE TO MOVE MESSAGE ' can anyone help me or is it my phone that needs replacing . I have re installed the hotmail on my account but it still comes up with the message .
