All Devices Hotspot limited?

I'm currently paying for Verizon's "get more" plan, but certain apps seem to be limited to not functioning when hot spotting. For example I can't seem to download a power point presentation that is 4mb from the school website. I have 30gb on this plan and can't understand why I can't download a 4mb file... on and iPhone XS IOS 13.2
