Hotspot only allowing connections if it's on the Personal Hotspot settings page

Just started noticing that my Echo Dot in my car will only connect to my iPhone 6 if the phone is open and on the settings personal hotspot screen. If it's locked it won't connect.

I should be able to connect to my hotspot even with a locked screen right? I never really used hotspot before so I'm not sure if this just started with IOS 11 or not.

Anyone else having issues as well?
