I know when I ask a question I can subscribe to receive any responses emailed to me, but I am looking for a way to subscribe to a forum receiving notifications of any new postings. I see in the FAQ's that on the forum page there is supposed to be a forum settings link to subscribe but I don't see it. Any ideas?

There are many thousands of posts a day. Use forum spy to see how frequent posts are made.

Sorry if I am new and therefore a slow learner ;) so I see some forums are more active then others and all very busy. However, if there is a certain forum of particular interest to me is there a way to subscribe to it?

Yes. Upper left corner in blue boxes when viewing a forum, under Forum Tools. We are all slow learners at something. ;)
Would that not be upper right corner?
Upper right to subscribe to a forum:
