I am traveling abroad next week where I do not have cell coverage, so my watch will be useless. I plan to leave it home.

What is the best way to keep it as far as battery health is concerned? Just leave it on the charger? Or shut it off and leave it unplugged? Or leave it on in power reserve mode?

The standard way to store lithium ion batteries is to charge them to 50-60% than turn off the device.
 
I don't have an Apple watch...yet. But is it true that it can not be used as a normal watch without an iPhone? Sounds a little strange if it's useless as a watch without having the working phone with you.

If you are not bringing with you why not just turn it off?

The watch can be used as a normal watch when it doesn't have connectivity to your phone.

So can a normal watch without having the added benefit of being prey for tourist targeting thieves. I'm betting that has something to do with their decision to leave it at home as well.

Maybe. I wasn't debating taking it and using it as a normal watch. I was answering a question from someone other than the OP.

I keep mine in a jar of mayonnaise.
 
Send it back to Apple and ask them to re-ship it to you as if you had just ordered it. :D
