Somewhere between not very buggy and very buggy.

This....needs to be an option between the 2.

It IS buggy. You WILL experience issues. Those issues MAY mean you can't use your favorite app or that your phone reboots in the middle of something important.

Wasn't a thread made recently asking the same question? And it too had a poll.

I have found it to be somewhat buggy. A lot like our government in the U.S. Apple pest control is on the job killing bugs as fast as they can.

I think the previous beta's have been much more stable when it comes down to the OS itself. I find basic things like trying to take photo's, safari, app switching and stuff crash or lag a lot.

However app wise seems to be better, with the odd exception like Skype.

Still, it's only the 2nd beta and I'd expect they spent a lot of time getting the iPad OS ready to go so lets hope the next couple of releases start improving.

I have been using it on my iPhone 4 for the last few days and have to say that its usable. I would certainly not recommend this to anyone who relies on their phone for work. It has crashed on me several times, randomly rebooted and its fair to say that the IP4 is showing its age with iOS 7, by being quite slow. Nothing apple wont fix before GM.

I think the poll would have different results if every install was done as "NEW". I noticed a lot of issues go away by doing that.

It definitely seems much smoother on my iPod than beta 1 but my iPad got stuck in a reboot loop after I rebooted once the update finished so I am confused on what I should choose!
