Basically I want to turn an audio file into a video and use a picture as the cover. Problem is that adding it will automatically shorten the clip to a few seconds. I also want the panning and zoom disabled and fade in and out, but only on the picture, not sound. At the end of the video I want to display a second picture after the song is over.
 
Drag the picture into the iMovie project first. Extend the time in the attributes of the picture to be the length of the song, then drag the song in.

He means click on the cogwheel that shows when you hover the mouse over the picture, select Clip Adjustments. You can adjust the time in there. You can change the pan and zoom effects under the Ken Burns heading.

Thanks for clarifying that...started to reply, then was suddenly put in a hurry. But Dave Braine has it right.
