i want to draw directly over the screen, like scribble over the screen when Safari is open, over the desktop, over Preview etc, without having to alt+tab to a graphics application, are there any applications that will allow me to do this?

ideally, it should work as a kind of transparent window over the window I already have open, and should be able to scroll down alongside Safari for example when Safari is scrolled down....also, it should be able to be "smart" enough not to "gray out" the Safari window when it is activated...any programs like this?

I think what you're looking for is a Cintiq tablet.
