Short of writing:

John - john@john.com, 07485 858 437
Alan - alan@ etc etc...

how can I quickly and easily email about 20 contacts' phone numbers and email addresses to someone who doesn't have a Mac/Address Book?
 
I'm not actually sure that it will work since I don't have my laptop in front of me but you may be able to just drag the names/contacts from address book to Mail and it auto populate.

Dragging from Address Book to Mail will create vCards and attach them to the email.
 
If you will be emailing them regularly, go to address book and create a new group (+ button on the bottom left). Name it whatever you want, say "test", and drag and drop whatever contacts you want into that group. Now in Mail, in the "Send To" field, just type in the name of that group, so "test." It will automatically add those emails into the field.

You didn't read the OP's question. He's not asking how to send an email to 20 people. He's asking how to send the contact information for those 20 people (phone numbers and email addresses) to one person.
