I know many of you must run into the same obstacle. You take a picture or screen shot on your iPhone and go to another device to work with it but…it’s not there yet.

In the old days, you could simply scroll down for a “sync now”. But I don’t see that option in iOS 18. Or I just can’t find it.

Is this feature gone? Or where do I go to force a picture sync?

It's in the top right corner. You click on your profile picture and you can force a sync there.
I am running Sequoia and in my Photos.app, there is no profile picture in the top, right-hand corner. I have been told, in Sequoia, quit the Photos.app, wait a moment, then relaunch the Photos.app in order to force a sync.

The question was about iPhone/iOS, not Mac. On Sequoia you still scroll to the bottom of the photo library to see the status of syncing, at the bottom of the window.

What I don't like is when it shows very recent sync and it still does not show the picture you want that should have shown up from the other device.

I find it's usually the phone that hasn't synced. Forcing sync on the phone end (using the steps @RazaIsmail mentioned) usually sorts it. I never tend to have a problem on the iPad or Mac end receiving the photos.
