My iPad Air displays this screen when I try to turn it on, as seen in the attachment below.
How can I FORCE my iPad Air to turn on without charging the battery?

DO NOT ask me to charge the battery.
Any answers asking me to charge the battery will be reported for not reading my question fully. If you can not think of any answer other than charging the battery, why bother answering?

It's not advisable to force it to boot but it's your device.

If you hold the power and home button till you see the apple logo it'll boot.

If the battery is to flat it'll fail and if it dosnt complete booting you could corrupt the OS.

The battery is flat. How can you turn it on with a flat battery?
Charge it.
If my battery is "flat", how can my iPad Air display the screen as seen in my post?
The battery is not truly "flat" then, so it may be possible to FORCE the iPad Air to turn on.

In the meantime, did the power+home solution work on your iOS device? Did it force your device to turn on, even if it shows the "low battery" screen at boot?

It works to force boot a cold device and I mean physically cold.

*side note* quoting people's grammar is against the forum rules. Dumbing down English is natural on most forums. We also have a lot of members that do not speak English as their primary language so you'd come across as rude. ;)
