How can I make a Mavericks bootable usb drive on a Windows pc?

I have a Mac Mini with Mountain Lion and it will not boot. I tried downloading and reinstalling Mountain Lion from the restore menu but it says it is temporarily unavailable everytime I try to start the download after entering my Apple id and password. I downloaded a dmg of mavericks that I want to make a bootable flash drive with on my Windows pc

Have you tried Internet Recovery?

Not sure what that is. The only thing I can do on my Mini is boot into the utility/recovery menu and it will let me restore Mountain Lion but the download will never start

Take it to the apple store.

it is out of warranty and the closest one is 1.5 hours away
