How can I make a video that plays 2 videos at once

I've heard about adobe premiere pro but I don't have it, any other option(s)?
or can anyone help me with a vid?

Premiere Pro will allow you to do that, as will Final Cut Express, Final Cut Pro, Avid, etc. I don't think iMovie lets you do that.

Basically, you would accomplish that by layering two video clips on the timeline and then scaling and repositioning them to both fit in the frame.

You need to describe your exact intent. For instance iMovie 09 can do picture in picture, and Final Cut Express has more options and can likely do what you're looking for.
