how can I set these keyboard shortcuts for Safari?

I need:

comming+uparrow = scroll up one line
option+uparrow = scroll up one page
control+uparrow = scroll to beginning of webpage


and same with down arrow.


I tried to do it application shortcuts in keyboard settings. I don't know how to find the actual 'Menu Title' for the three commands I need.
