how can l change 'Country/Region' for Apple ID?

so frustrating,

how can l change 'Country/Region' for Apple ID? thought it be straight forward, it is currently set to Mainland China and it requires a China phone number. firstly there is no phone number and l never was in Mainland China. l like to set it to UK but it requires me to fill in 'payment method' drop down menu and it doesnt let me select 'none' like it does for my other apple id which is set to UK. l do not require a payment metnhod as apps l do download are free. please give step by step method to change from china to uk without requirement of a payment method.

I don't believe there's a way to change your country/region without entering a new payment method—think the 'none' option is only available for newly created Apple IDs created in that native region.
