Settings->Sounds

Disable the two vibrate toggles

Edit: If it's only for messages, go down in the list, choose New Message and in the top of that list disable it.

I usually like to quickly turn this behavior on and off so I go into Settings and make sure it's set so vibrate is off when in Silent Mode.
